This Call for experts provides information about the advisory group, the expert profiles being sought, the process to express interest, and the process of selection.\nBackground\nLeveraging technology and innovation to reduce health inequities is a key component of WHO’s Programme of Work in the Western Pacific Region, Weaving health for families, communities and societies in the Western Pacific Region (2025-2029). Through the Division of Data, Strategy and Innovation (DSI), the WHO Regional Office for the Western Pacific promotes the equitable and responsible use of artificial intelligence (AI) to improve population health and build future-ready health systems.\nAcross the Western Pacific Region, Member States are increasingly exploring and adopting AI for service delivery, public health, health workforce support, surveillance, diagnostics and health system management. However, countries vary substantially in their regulatory capacity, digital infrastructure, data readiness, procurement systems and ability to validate AI tools in local contexts. Without appropriate governance and implementation support, AI may exacerbate inequities, introduce new safety risks, or divert scarce resources from higher-priority health system needs.\nIn October 2025, at the seventy-sixth session of the WHO Regional Committee for the Western Pacific, Member States adopted three priorities for AI in health to achieve its vision:\n- Prioritization: identifying high-impact AI use cases that can advance health equity and address priority health system constraints;\n- Ecosystem strengthening: building fit-for-purpose governance, regulation and enabling conditions for implementation; and\n- Capacity building: strengthening public-sector capacity to govern, adopt and use AI responsibly.\nA regional TAG-AI is therefore needed to provide independent, multidisciplinary advice to WHO on how evidence can be translated into practical, context-appropriate support for Member States. The Technical Advisory Group will serve as an advisory body to WHO, providing independent, multidisciplinary advice on how global normative guidance on AI for health can be interpreted, contextualized and operationalized for Member States in the Western Pacific Region, and translated into practical, context-appropriate country support, regional convening, and capacity-building activities.\nFunctions of TAG-AI\nIn its capacity as an advisory body to the WHO Regional Office for the Western Pacific, TAG-AI shall have the following functions:\n- Use case prioritization and health impact: Provide technical and policy advice on the identification and prioritization of AI use cases in priority areas relevant to the Region (e.g., ageing, primary care, public health)\n- Governance, regulation and accountability: Provide technical and policy advice on the development and strengthening of fit-for-purpose, risk-based governance, regulatory pathway and reliance, data governance, procurement and post-market monitoring.\n- Validation, evaluation and evidence generation: Provide advice on methods for validating and evaluating AI solutions, including real-world performance, safety, equity, implementation and cost-effectiveness.\n- Capacity and institutional readiness: Provide advice on workforce competency development, institutional readiness and system integration.\nAcross these domains, TAG-AI will advise WHO on the adaptation and use of regional public goods, and approaches for country implementation and scale-up in resource-constrained settings.\nOperations of TAG-AI\nThe TAG-AI shall normally meet at least once each year. However, WHO may convene additional meetings as needed. The TAG meetings may be held in person (at the WHO Regional Office in Manila, Philippines, or another location) or virtually. TAG meetings may be held in open and/or closed session, as decided by the Chairperson in consultation with WHO. The working language of the group will be English.\nWho can express interest?\nThe TAG-AI will be multidisciplinary, with members who have a range of technical knowledge, skills and experience relevant to the design, development, deployment, evaluation, governance and/or impact of AI in health. Approximately 12 individuals may be selected.\nWHO welcomes expressions of interest from individuals with expertise and experience in the following areas, ideally within (but not necessarily) the Western Pacific Region:- Digital health and AI implementation in low- and middle-income countries (LMICs)\n- AI and machine learning (ML) engineering, assurance, validation and safety\n- Human-centred design and evaluation\n- Health technology assessment (HTA), health economics/financing\n- Regulatory science\n- Health law and data governance\n- Bioethics\n- Clinical practice and primary health care (PHC)\n- Health policy and systems\n- Community and patient engagement\nSubmitting your expression of interest\nTo register your interest in being considered for TAG-AI, please submit the following documents by 23:59 Manila time (GMT+8) on 20 October 2026 to wprodsi@who.int, using the subject line \"Expression of interest for TAG-AI\":\n- A cover letter, indicating your motivation to apply and how you satisfy the selection criteria. Please note that, if selected, membership will be in a personal capacity. Therefore, do not use the letterhead or other identification of your employer);\n- Your curriculum vitae; and\n- A signed and completed Declaration of Interests (DOI) form for WHO Experts.\nAfter submission, your expression of interest will be reviewed by WHO. Due to an expected high volume of interest, only selected individuals will be informed.\nImportant information about the selection process and the conditions of appointment\nMembers of WHO advisory groups (AGs) must be free of any real, potential or apparent conflicts of interest. To this end, applicants are required to complete the WHO Declaration of Interests for WHO Experts, and the selection as a member of an AG is, amongst other things, dependent on WHO determining that there is no conflict of interest or that any identified conflicts could be appropriately managed (in addition to WHO’s evaluation of an applicant’s experience, expertise and motivation and other criteria).\nAll AG members will serve in their individual expert capacity and shall not represent any governments, any commercial industries or entities, any research, academic or civil society organizations, or any other bodies, entities, institutions or organizations. They are expected to fully comply with the Code of Conduct for WHO Experts. AG members will be expected to sign and return a completed confidentiality undertaking prior to the beginning of the first meeting.\nAt any point during the selection process, telephone interviews may be scheduled between an applicant and the WHO Secretariat to enable WHO to ask questions relating to the applicant’s experience and expertise and/or to assess whether the applicant meets the criteria for membership in the relevant AG.\nThe selection of members of the AGs will be made by WHO in its sole discretion, taking into account the following (non-exclusive) criteria: relevant technical expertise; experience in international and country policy work; communication skills; and ability to work constructively with people from different cultural backgrounds and orientations. The selection of AG members will also take account of the need for diverse perspectives from different regions, especially from low and middle-income countries, and for gender balance.\nIf selected by WHO, proposed members will be sent an invitation letter and a Memorandum of Agreement. Appointment as a member of an AG will be subject to the proposed member returning to WHO the countersigned copy of these two documents.\nWHO reserves the right to accept or reject any expression of interest, to annul the open call process and reject all expressions of interest at any time without incurring any liability to the affected applicant or applicants and without any obligation to inform the affected applicant or applicants of the grounds for WHO's action. WHO may also decide, at any time, not to proceed with the establishment of the AG, disband an existing AG or modify the work of the AG.\nWHO shall not in any way be obliged to reveal, or discuss with any applicant, how an expression of interest was assessed, or to provide any other information relating to the evaluation/selection process or to state the reasons for not choosing a member.\nWHO may publish the names and a short biography of the selected individuals on the WHO Western Pacific website.\nAG members will not be remunerated for their services in relation to the AG or otherwise. Travel and accommodation expenses of AG members to participate in AG meetings will be covered by WHO in accordance with its applicable policies, rules and procedures.\nThe appointment will be limited in time as indicated in the letter of appointment.\nIf you have any questions about this Call for Experts, please write to wprodsi@who.int well before the application deadline.","image_url":"/ResourcePackages/WHO/assets/whofallback.jpg","lang":"en","published_at":"2026-09-30T07:42:05+00:00","fetched_at":"2026-09-30T17:15:04+00:00","status":"read","starred":0,"extract_state":"ok","summary_auto":"Issued on: 30 September 2026\nDeadline: 20 October 2026\nThe World Health Organization (WHO) is seeking experts to serve as members of the Technical Advisory Group on Artificial Intelligence for Health (TAG-AI). Travel and accommodation expenses of AG members to participate in AG meetings will be covered by WHO in accordance with its applicable policies, rules and procedures.\nThe appointment will be limited in time as indicated in the letter of appointment.\nIf you have any questions about this Call for Experts, please write to wprodsi@who.int well before the application deadline.","reading_time_min":7,"extraction":{"state":"ok","confidence":0.9,"error":null,"explanation":"High confidence: full text extraction produced 9274 characters.","diagnostics_url":"/api/diagnose?url=https%3A//www.who.int/westernpacific/articles/item/call-for-experts--technical-advisory-group-on-artificial-intelligence-for-health-%28tag-ai%29","quality_profile":{"profile_version":"extraction_quality.v2","bucket":"high","confidence":0.9,"failure_kind":"none","retryable":false,"retry_after_attempts":0,"reason":"High confidence: full text extraction produced 9274 characters.","operator_guidance":{"severity":"ok","recommended_action":"trust_full_text","next_step":"Use the extracted full text as the primary article source.","operator_label":"Ready","can_retry":false,"can_use_summary":false,"diagnostics_required":false},"content_depth":{"contract_version":"content_depth.v1","category":"full_text","label":"Full text","has_full_text":true,"has_summary":true,"content_length":9274,"summary_length":375,"usable_text_length":9274,"source_field":"content"},"legacy_collapsed":false,"signals":{"extract_state":"ok","extract_error":null,"extract_retries":0,"content_length":9274,"summary_length":375}}},"quality_profile":{"profile_version":"extraction_quality.v2","bucket":"high","confidence":0.9,"failure_kind":"none","retryable":false,"retry_after_attempts":0,"reason":"High confidence: full text extraction produced 9274 characters.","operator_guidance":{"severity":"ok","recommended_action":"trust_full_text","next_step":"Use the extracted full text as the primary article source.","operator_label":"Ready","can_retry":false,"can_use_summary":false,"diagnostics_required":false},"content_depth":{"contract_version":"content_depth.v1","category":"full_text","label":"Full text","has_full_text":true,"has_summary":true,"content_length":9274,"summary_length":375,"usable_text_length":9274,"source_field":"content"},"legacy_collapsed":false,"signals":{"extract_state":"ok","extract_error":null,"extract_retries":0,"content_length":9274,"summary_length":375}},"actions":{"read":"/item/93664","export_markdown":"/api/items/93664/export?format=markdown","export_json":"/api/items/93664/export?format=json","diagnose":"/api/diagnose?url=https%3A//www.who.int/westernpacific/articles/item/call-for-experts--technical-advisory-group-on-artificial-intelligence-for-health-%28tag-ai%29"}},"digest":{"id":93664,"title":"Call for experts: Technical Advisory Group on Artificial Intelligence for Health (TAG-AI) - World Health Organization (WHO)","url":"https://www.who.int/westernpacific/articles/item/call-for-experts--technical-advisory-group-on-artificial-intelligence-for-health-(tag-ai)","source":"World Health Organization (WHO)","topic":"ai","published_at":"2026-09-30T07:42:05+00:00","excerpt":"Issued on: 30 September 2026 Deadline: 20 October 2026 The World Health Organization (WHO) is seeking experts to serve as members of the Technical Advisory Group on Artificial Intelligence for Health (TAG-AI).
