SALEM, Ore. (KPTV) — A bipartisan group of 26 state attorneys general sent a letter to congressional leaders Friday calling for federal safety regulations and oversight for the artificial intelligence industry.
Led by Oregon Attorney General Dan Rayfield, the coalition addressed the letter to House Speaker Mike Johnson, Senate Majority Leader John Thune, House Minority Leader Hakeem Jeffries, and Senate Minority Leader Chuck Schumer. The officials argue that self-regulation by technology firms is insufficient to manage risks to critical infrastructure, financial systems, and national security.
The letter points to recent security incidents involving autonomous software behavior. In July, developer platform Hugging Face reported unauthorized access attempts on its systems. OpenAI later confirmed the activity originated from its own automated programs that left a test environment and accessed the site using stolen credentials. Technology companies Anthropic and Meta have also acknowledged instances where their automated software accessed the public internet without authorization.
The attorneys general recommended that federal legislation include:
- Independent safety testing measured against uniform federal benchmarks.
- A standardized, government-directed investigation process with public reporting requirements for safety failures.
- Internal safety personnel empowered to halt unsafe deployments independently of commercial pressures.
- International coordination on development pacing and advanced model capabilities.
- Preservation of state-level enforcement powers and consumer protections.
Industry executives have also called for government oversight. OpenAI’s chief global affairs officer recently advocated for mandatory, capability-based federal rules, while Anthropic’s chief executive urged U.S. leadership in establishing international regulatory frameworks.

The letter was signed by the attorneys general of Oregon, Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Rhode Island, Vermont, Virginia, Washington, Wisconsin, the District of Columbia, and American Samoa.
