His journey took an unexpected turn as he witnessed China's rapid technological evolution up close.\nLiving in China gradually changed my plans, said Ahmed, who first joined a Chinese-language program at Shandong Normal University in Shandong province.\nWhat particularly impressed me â coming from a software engineering background â was how deeply technology was already integrated into everyday life, he said.\nThis observation propelled him to pursue a master's degree in software engineering, and later, a doctorate focusing on AI.\nWhat I appreciate most is that AI in China is not limited to academic discussion, Ahmed said. There is a strong connection between research, industry and real-world applications. That environment suits the kind of researcher I want to become.\nLooking ahead, Ahmed hopes more young people can benefit from educational exchanges with China, much like his own experience. He also sees particular promise in AI cooperation under the Shanghai Cooperation Organization framework.\nSCO member countries are at different stages of technological development, and this creates opportunities for complementary cooperation through shared research programs, student and researcher exchanges, and collaborative AI applications addressing common development challenges, Ahmed said.\nLooking 10 years ahead, I hope we will have moved beyond simply exchanging students and researchers toward actually building things together and solving real problems across different countries.\nGuests attending the China-Shanghai Cooperation Organization (SCO) Artificial Intelligence Cooperation Forum watch a performance by humanoid robots at the forum's exhibition area in North China's Tianjin, May 29, 2025. [Photo/Xinhua]\nThis hope for practical AI cooperation resonates with the broader strategic goals outlined by China.\nAt the 26th Meeting of the Council of Heads of State of the SCO held in Bishkek, Kyrgyzstan, President Xi Jinping called on the organization to stay committed to putting development first and deepen, substantiate and upgrade regional cooperation.\nThe SCO should consolidate cooperation in traditional areas such as trade, investment and connectivity and expand cooperation in emerging areas such as AI, Xi said.\nLast year at the SCO Plus Meeting held in Tianjin, China pledged to work with all parties to establish an AI application cooperation center and share the dividends of progress in the technology.\nThat pledge led to the creation of the China-SCO Countries Artificial Intelligence Application Cooperation Center, said Pan Jingyu, the center's director.\nSince its establishment, the center has made major strides in international AI cooperation within the SCO framework. Pan highlighted multilateral efforts, including continuous coordination with the SCO Secretariat and engagement with more than 20 foreign embassies in China to build regular liaison channels.\nOn the bilateral front, a stable collaboration mechanism has been established with Kazakhstan, with plans to adapt mature Chinese AI technologies and products in local industrial scenarios, facilitate institutional exchanges and explore exclusive China-Kazakhstan tech cooperation service platforms, Pan said.\nSimilar collaboration in other Central Asian countries is also envisioned, he added.\nDrawing on the center's firsthand experience, Pan highlighted significant enthusiasm for Chinese AI technology among partner countries.\nHe outlined two principal demands from the SCO and Global South countries regarding AI advancement. The first is scenario empowerment, which leverages AI as a productive force in livelihood-oriented sectors, including digital agriculture, smart education and healthcare.\nThe second is capacity building, which underscores the need for affordable AI infrastructure and the cultivation of homegrown AI expertise.\nTo meet these needs, the center plans to prioritize cooperation in AI language localization and AI-driven industry digital transformation, Pan said.\nChinese companies possess mature model training and optimization experience, which can help Global South countries develop multilingual large language models suited to local languages and cultural characteristics, he said.\nFurthermore, China has a rich portfolio of application scenarios, such as AI+Industrial Manufacturing ... These mature solutions can be directly replicated, fine-tuned and localized for industrial upgrades in partner countries.\nTalent development is another focal point of the center.\nWe plan to establish an 'SCO Artificial Intelligence Summer School' project next year to bring students from SCO member states to China for AI training, Pan said.\nThe project will integrate AI technology development, industrial applications and international governance to enhance the professional AI capabilities of young students, he said.\nThe enthusiasm and specific demands for Chinese AI technology, as observed by Pan, are not coincidental but deeply rooted in the unique institutional advantages and practical foundations for AI cooperation within the SCO, a point emphasized by Jiang Tianjiao, a research fellow at the Center for Global AI Innovative Governance in Shanghai.\nPolitical trust is the cornerstone of cooperation, Jiang said, noting that long-standing security and economic collaboration among SCO members has built a solid foundation for collaboration in cross-border data flow, cybersecurity and governance alignment, while respecting each member state's data sovereignty.\nHe highlighted resource complementarity within the SCO as the intrinsic driver of cooperation.\nThe SCO includes digital powerhouses like China, as well as rapidly growing markets in Central and South Asia with urgent digital transformation needs, enormous demographic dividends and diverse application scenarios. This creates a synergistic loop of 'technology supply-scenario uptake-outcome conversion', he said.\nSCO AI cooperation offers member states a dual benefit of development dividends and capability building, Jiang said. Economically, the effective application of AI can reduce operational costs and create new growth drivers, he added.\nIn terms of people's livelihoods, deploying AI in healthcare, agriculture and education can tangibly improve the quality of life, he said.\nMeanwhile, China, through open-source large language models, joint research and development, and talent cultivation, helps member states bridge the digital divide.","image_url":null,"lang":"zh","published_at":"2026-09-14T02:15:05+00:00","fetched_at":"2026-09-14T03:15:06+00:00","status":"read","starred":0,"extract_state":"ok","summary_auto":"éçä¸æµ·åä½ç»ç»ä¸ææå±äººå·¥æºè½çæ°å\n´é¢ååä½ï¼ä¸å½âä¸åç»ç»å½å®¶äººå·¥æºè½åºç¨åä½ä¸å¿æ£å å¿«æ¨å¨ææ¯å¯¹æ¥ã产ä¸åºç¨ä¸äººæå¹å\n»ï¼ä¸ºæåå½åºå¯¹æ°åå转åéæ±ãå¼¥åæºè½é¸¿æ²æä¾å¡å®å¹³å°ã\n9æ7æ¥ï¼å\n¨ç人工æºè½åæ°æ²»çä¸å¿ç ç©¶åãå¤æ¦åå±ç ç©¶é¢å¯æææ±å¤©éªå¨é访ä¸è¡¨ç¤ºï¼ä¸åç»ç»æåå½é¿æ积累çæ¿æ²»äºä¿¡ï¼ä¸ºè·¨å¢æ°æ®æµå¨ãç½ç»å®å\n¨åæ²»çè§ååè°å¥ å®äºåä½åºç¡ï¼ä¸å½çææ¯ä¾ç»è½åä¸ä¸äºãåäºå½å®¶å¹¿éçåºç¨åºæ¯åæ°ååéæ±é«åº¦äºè¡¥ï¼ææå½¢æâææ¯ä¾ç»âåºæ¯æ¿æ¥âææ转åâçè¯æ§å¾ªç¯ãéè¿å¼æ¾å¤§æ¨¡åãèåç åå人æå¹å\n»æ·±ååä½ï¼ä¸ä»\nè½å¤éä½äº§ä¸è¿è¡ææ¬ãå¹è²æ°çå¢é¿å¨è½ï¼ä¹è½æ¨å¨äººå·¥æºè½å¨å»çãåä¸åæè²çæ°çé¢åè½å°ï¼å¸®å©æåå½æåèªä¸»åå±è½åãå\n±äº«äººå·¥æºè½åå±çº¢å©ã\nå¾çæ¥æºï¼China Daily 2026å¹´9æ7楠\nWhen Usman Ahmed first arrived in China in 2017, his ambitions were modest â to learn Mandarin, experience a new culture and broaden his horizons. Economically, the effective application of AI can reduce operational costs and create new growth drivers, he added.\nIn terms of people's livelihoods, deploying AI in healthcare, agriculture and education can tangibly improve the quality of life, he said.\nMeanwhile, China, through open-source large language models, joint research and development, and talent cultivation, helps member states bridge the digital divide.","confidence":0.9,"diagnostics_url":"/api/diagnose?url=https%3A//fddi.fudan.edu.cn/11/02/c18965a790786/page.htm","quality_bucket":"high","failure_kind":"none","retryable":false,"quality_reason":"High confidence: full text extraction produced 7370 characters.","quality_profile":{"profile_version":"extraction_quality.v2","bucket":"high","confidence":0.9,"failure_kind":"none","retryable":false,"retry_after_attempts":0,"reason":"High confidence: full text extraction produced 7370 characters.","operator_guidance":{"severity":"ok","recommended_action":"trust_full_text","next_step":"Use the extracted full text as the primary article source.","operator_label":"Ready","can_retry":false,"can_use_summary":false,"diagnostics_required":false},"content_depth":{"contract_version":"content_depth.v1","category":"full_text","label":"Full text","has_full_text":true,"has_summary":true,"content_length":7370,"summary_length":926,"usable_text_length":7370,"source_field":"content"},"legacy_collapsed":false,"signals":{"extract_state":"ok","extract_error":null,"extract_retries":0,"content_length":7370,"summary_length":926}},"tags":[]},"fallback_formats":["markdown","json","html"],"actions":{"read":"/item/81620","export_markdown":"/api/items/81620/export?format=markdown","export_json":"/api/items/81620/export?format=json","diagnose":"/api/diagnose?url=https%3A//fddi.fudan.edu.cn/11/02/c18965a790786/page.htm"},"formats":{"full":{"id":81620,"title":"Jiang Tianjiao: China Works to Bridge the Digitial Divide - 复旦发展研究院","url":"https://fddi.fudan.edu.cn/11/02/c18965a790786/page.htm","source":"复旦发展研究院","author":null,"published_at":"2026-09-14T02:15:05+00:00","locale":"zh","topic":"ai","tags":[],"excerpt":"éçä¸æµ·åä½ç»ç»ä¸ææå±äººå·¥æºè½çæ°å\n´é¢ååä½ï¼ä¸å½âä¸åç»ç»å½å®¶äººå·¥æºè½åºç¨åä½ä¸å¿æ£å å¿«æ¨å¨ææ¯å¯¹æ¥ã产ä¸åºç¨ä¸äººæå¹å\n»ï¼ä¸ºæåå½åºå¯¹æ°åå转åéæ±ãå¼¥åæºè½é¸¿æ²æä¾å¡å®å¹³å°ã\n9æ7æ¥ï¼å\n¨ç人工æºè½åæ°æ²»çä¸å¿ç ç©¶åãå¤æ¦åå±ç ç©¶é¢å¯æææ±å¤©éªå¨é访ä¸è¡¨ç¤ºï¼ä¸åç»ç»æåå½é¿æ积累çæ¿æ²»äºä¿¡ï¼ä¸ºè·¨å¢æ°æ®æµå¨ãç½ç»å®å\n¨åæ²»çè§ååè°å¥ å®äºåä½åºç¡ï¼ä¸å½çææ¯ä¾ç»è½åä¸ä¸äºãåäºå½å®¶å¹¿éçåºç¨åºæ¯åæ°ååéæ±é«åº¦äºè¡¥ï¼ææå½¢æâææ¯ä¾ç»âåºæ¯æ¿æ¥âææ转åâçè¯æ§å¾ªç¯ãéè¿å¼æ¾å¤§æ¨¡åãèåç åå人æå¹å\n»æ·±ååä½ï¼ä¸ä»\nè½å¤éä½äº§ä¸è¿è¡ææ¬ãå¹è²æ°çå¢é¿å¨è½ï¼ä¹è½æ¨å¨äººå·¥æºè½å¨å»çãåä¸åæè²çæ°çé¢åè½å°ï¼å¸®å©æåå½æåèªä¸»åå±è½åãå\n±äº«äººå·¥æºè½åå±çº¢å©ã\nå¾çæ¥æºï¼China Daily 2026å¹´9æ7楠\nWhen Usman Ahmed first arrived in China in 2017, his ambitions were modest â to learn Mandarin, experience a new culture and broaden his horizons.
