In Colorado, meanwhile, the small ski town of Aspen’s fire protection district is adding five AI-powered autonomous fire-suppression aircraft to respond in seconds to fires in inaccessible areas. It’s a potentially huge step forward for citizen safety and firefighting effectiveness in a region prone to wildfires.
These and scores of other creative, compelling public-facing AI initiatives are adding value for citizens in smaller communities across the U.S. and the world. In its 2025 State and Local Government Tech Modernization Survey, EY found that AI use has roughly tripled in five years, from 13 percent to 45 percent, with generative AI use growing from 12 percent to 39 percent during that span.
The possibilities for smaller municipal and community agencies to leverage AI to enrich public-facing services are as broad as the imagination. Here are several areas that look particularly promising:
DIGITAL CONCIERGES AND CHATBOTS
GenAI-powered chatbots represent a good starting point for a smaller agency’s or community’s AI journey. Instead of residents spending time unnecessarily combing through websites or waiting on hold to speak with a human being to pose a question that’s readily answerable, AI chatbots on agency websites can connect them to the answers they seek much faster, without requiring a human being in many cases. Need info on parking permits or trash collection? Want to report a broken piece of playground equipment or a downed utility pole? Chatbots can manage those interactions quickly and effectively. Even in more complex cases, natural language processing can categorize and route inquiries to human beings in the proper department.
INFRASTRUCUTURE AND ASSET MANAGEMENT
Communities are deploying AI to monitor and maintain public assets more efficiently. The town of Hailey, Idaho, is saving an estimated 59 million gallons of water annually and cutting maintenance costs by implementing AI-driven acoustic leak detection technology. Using sensors and machine-learning analysis, it identified numerous previously undetected leaks. In St. Joseph, Mo., meanwhile, a new AI-based municipal asset management platform is monitoring streets, signs and roads, helping the town detect and address issues faster, without manual surveys.
From traffic management to irrigation to predictive maintenance, small municipalities are applying AI capabilities across their infrastructure and assets to improve quality of life for residents — and the efficiency of their own operations.
PUBLIC SAFETY
AI is supporting small communities in their public safety and law enforcement efforts. In Dover, N.J., for example, AI video analytics connected to existing camera systems have brought weapons detection and facial recognition to the town’s municipal building, public library and other facilities. Active shooter preparedness, crime deterrence and investigation, illegal dumping detection, and traffic and crowd monitoring are among the other use cases for which the system will be used, with an eye toward broader deployment throughout the town’s business district and other community zones.
DECISION SUPPORT FOR COMMUNITY PLANNING AND DESIGN
When officials in Bowling Green, Ky., began the process of developing a 25-year community plan, they decided to invite residents to anonymously submit input for the plan via an online polling platform. After publicly advertising the opportunity, the platform went live and gathered ideas from close to 7,900 residents. An AI tool then analyzed the data and generated insights for town officials to use to inform the planning process — ideas like bringing more healthcare specialists to the area, enticing more restaurants and grocery stores to open on the north side of town, and preserving historic buildings.
AI capabilities like these do, of course, come at an additional cost that some agencies may find difficult to justify, particularly when other high-priority services like education, public safety and transportation are competing for funding.
As sticky as these fiscal decisions can be, it’s important to note that well-chosen AI deployments are capable of generating enough new efficiencies, reduced costs and quality-of-life improvements to become self-sustaining sources of value, which communities can capture and reinvest back into their people, infrastructure and systems. For smaller agencies, that’s a proposition worth exploring.
