PANAMA CITY, Fla. (WJHG/WECP) - Panama City commissioners unanimously approved a 12-month moratorium in certain areas during Tuesday’s Panama City Commission meeting.
The vote comes after Bay County approved a six-month ban on data centers last week. Commissioners say the pause will give the city time to study how AI data centers are used, their potential impact on the community, and how other cities and counties are handling similar concerns.
Commissioner Brian Grainger said the city is trying to take a careful approach that protects residents and property owners while avoiding legal challenges.
“This is one of the efforts that Panama City is leaning into to protect its citizens and also property owners at the same time,” Grainger said. “Because if we were to do a full-out ban, like a county did in Texas, then we would immediately be sued and we would lose. So we’re trying to go about this in a very thoughtful and legal way to protect all rights, including those of the citizens in Panama City.”
Once the moratorium ends, commissioners say they hope to determine how AI data centers should fit into the city’s land-use and zoning rules.
